I simulated a dam in the WEAP model and assigned the downstream needs of the dam.
I have a problem; The WEAP model predicts the volume of the dam for the next period in the same way, while the runoff to the dam and the downstream needs change in different years.
How can I solve this problem?

Dear Mohsen,
Could you be more specific about which changes you are unable to model? You can input the changing level of downstream demand as demand sites and the reservoir inflow should vary with climate inputs. Changes to land cover could also influence runoff inflow to the reservoir.
