Hi,

A dam on the main river opens in one of my reference years and is expected to be filled for about 2 years. But in my model, the headflow is suddenly consumed by filling the reservoir, and it is far below the streamflow gauge value. I have both environmental flow requirements and demand sites downstream, but my model fails because this dam suddenly starts to fill with water. How can I calibrate my model/dam to reflect the water retention period?

If the reservoir level is below the Top of Inactive (TOI), WEAP will fill it at the highest priority, even above environmental flow requirements and downstream demands. Try setting Top of Inactive to zero initially until the reservoir is filled, or at least until the level is to the Top of Inactive. You can use an Interp expression to change the value of TOI.
