I have Monthly storage volumes extracted from HEC HMS model data. However, "WEAP maintains a mass balance of monthly inflows and outflows in order to track the monthly storage volume".
What is the accurate way of inputting my storage volumes into WEAP if I already have them and do not want WEAP to compute this?

Anabel,
To fix your modeled volume in your reservoir to observed values, I do the following:
1. Enter your HEC HMS model storage values into WEAP using either a Key assumption or into your reservoir's Observed Volume.
2. In your reservoir's surface water inflow, enter the inflow as the difference between the HEC model storage and your WEAP reservoir storage, if your WEAP reservoir storage is lower. You can use the following logic: If(modeled WEAP reservoir storage < HEC model storage, Then surface water inflow = HEC model storage - modeled WEAP reservoir storage, Else surface water inflow = 0).
3. In your reservoir's Loss to Groundwater, enter the outflow as the difference between your WEAP reservoir storage and the HEC model storage, if your WEAP reservoir storage is higher. You can use the following logic: If(modeled WEAP reservoir storage < HEC model storage, Then groundwater outflow = HEC model storage - WEAP reservoir storage, Else groundwater outflow = 0).
Make sure the look at the results to see that your modeled WEAP reservoir storage indeed matches your HEC volumes fairly closely. Note that you will have to figure out how you want to deal with the nuances of the water delivered in and out of your reservoir in WEAP during each timestep on top of these steps.
Hope this helps!

Thank you Doug! I will try this and revert.
I am not running the model to come up with a WEAP reservoir storage therefore, could I set it to 0? I am only running different scenarios.

Setting your reservoir storage to 0 would mean that the reservoir will not be able to store any water and any flow upstream will simply pass downstream of the reservoir unchanged. Based on what I know of your situation, I think you would only want to set monthly storage to 0 if your boundary condition input data into WEAP was the reservoir release flow from your other model.
Good luck and let us know if any of these solutions solve this for you.
