The short answer is no - there is no node in WEAP for a plant that takes water from the river, cleans it, and then feeds sends it to the city.
BUT the long answer is that there are many ways to include this process in your model anyway, depending on your purpose.
If you are looking to model the cost of providing river water to the city, we recommend building a transmission link that has capital cost + cost/cubic meter built in to simulate the treatment cost. You can also specify that the trasmission link loses some percentage of the water, like a treatment process would.
If it's water quality you're trying to simulate (eg from a dirty river), you can do it, but it's complicated. You'd have to build a transmission link from the river to a dummy demand site that has the same demand as the real demand site but consumes no water, then sends its return flow to a wastewater treatment plant, which cleans the water to the specifications that you want, and finally sends its return flow to the real demand site.
