Is one year precipitation and temperature time series data enough for runoff and water balance modeling?

I would have to have a little more information about the data.
If it's historic data, you could use it to calibrate your model, but you would also need streamflow (gauge) data for the same period). For calibration, 1 year is quite a short time period, and I would say it would be better to try to get a longer time period for your calibration.
If you have a year time-series of estimates for the future, that raises several other questions.
