Subject: Water release from inactive zone

Hi,

I have a simple model with two reservoirs and a few demand sites. Upstream reservoir has a higher priority for filling. Downstream reservoir has different inactive zone volume restrictions for each month due to environmental circumstances. Top of inactive level of April is higher than the March's (Inactive zone volume is constant for upstream reservoir). During simulation, in order to fill the inactive zone of downstream reservoir, upstream reservoir releases water for downstream reservoir without satisfying demand sites requirements. At the end of month, both reservoirs' water volume drops below the top of inactive level with the same percentage. There is no significant evaporation effect. It is seen that upstream reservoir continue to release water to downstream reservoir although it is in the inactive zone which should not be done. How do upstream reservoir releases water from inactive zone and is there any default priority for filling inactive zones of reservoirs?

Thanks.

Okan
