Hello,
Although having a 'top of conservation' in my reservoir, the results show that the water level is sometimes higher, up to the storage volume. Why the reservoir does not release water when the level is in the flood control zone?

The only reason that WEAP will allow water to rise above the Top of Conservation (TOC) line is if the Maximum Hydraulic Outflow (MHO) has been set and is preventing the release of all the water above TOC.
