Subject: Enedy demand definition

I have a cascade system of three reservoirs which serves: a)environmental flow requirement b)irrigation demand nodes and c)energy demand. the priorities given are 1 for the environmental requirement and for the irrigation nodes and 2 for power generation. the value of energy demand for each reservoir is introduced. power is generated when the environmental and irrigation demands are served. the question is does this energy demand include the power generated also during flows serving the irrigation and environmental requirements or the extra power generated after the above requirements have been fulfilled?
Thanks
Lina
