Good morning,

I have put together a WEAP model for a catchment with various users (industry, population, irrigation) some of whom are provided via water treatment works. I am inputting rainfall data for the years 1921-2005. The demand exceeds the available water and so I expected to see varying demand side coverage for the users with varying rainfall. However, the model is instead providing the same amount of water to the user from the water treatment works and returning the extra water (from higher rainfall) as return flows to the river. Please help! Thank you!
