I wanna know if i can add other layers, when i already drew rivers,groundwaters, demand sites, and other type of information.

You can add background layers at any time, but if you've already added WEAP elements (demand sites, reservoirs, etc.), the layers have to be the same projection as the layers that are already there. (The layers that come with a new WEAP area, Countries and Rivers, are unprojected (WGS 1984, lat/lon).
