When I open weap appear the error message error reading map file, and when I try to open a vector layer appear an application error 'EDatabaseError' in module weap.exe

Can you open a different area, such as Weaping River Basin or Tutuorial?
You can try to "repair" the WEAP area. Go to Area, Manage Areas, then click the Repair button to try repairing the files in the highlighted WEAP area.
